Active threat incidents demand immediate, decisive action. Whether the responder is a patrol officer, SWAT operator, or school resource officer, the outcome depends on training that reflects the reality of the environment — not scripted range drills or theoretical frameworks.

HTTG’s active threat programs are built around the High Threat system: reality-based, behavior-driven, and designed to develop performers who can act under pressure with aggressive tactics. Both courses are mobile and can be hosted at your agency.

Why It Matters

Standard Active Threat Training Isn't Enough

Most active threat training focuses on the initial contact team and the act of stopping the threat. While that capability is essential, ending the killing is only the first step.

HTTG trains officers to rapidly locate, identify, and neutralize the threat—but we don’t stop there. We prepare leaders and responding personnel for the critical actions that must occur immediately after contact is made and while the incident is still evolving.

Our programs emphasize the transition from threat interdiction to operational control, including establishing interior command leadership, creating immediate buffer zones and security corridors, assigning the closest Casualty Collection Point (CCP), accounting for wounded victims, deploying advanced reconnaissance teams, and coordinating the resources needed to stabilize the incident.

Whether responding to a school, public venue, or other complex environment, officers and leaders must be prepared to do more than stop the killing. They must rapidly organize the scene, protect responders and victims, and set the conditions for a successful rescue and recovery effort.

What is active threat training for law enforcement?

Active threat training prepares officers to respond to active shooter and active threat incidents — covering threat identification, decision-making under pressure, force-on-force scenarios, and multi-environment tactics. HTTG's programs focus on Phase 1 & 2: the individual officer's immediate actions before additional resources arrive, and immediate transition.

What is the difference between active threat training and active shooter training?

Active shooter training focuses on incidents involving an armed attacker using a firearm. While these events remain a significant concern, today’s threats are not limited to shooters alone. Active threat training prepares responders for a broader range of violent incidents, including attacks involving firearms, edged weapons, explosives, vehicles, multiple attackers, or other evolving threats. It emphasizes threat identification, rapid decision-making, threat interdiction, casualty management, and incident stabilization regardless of the weapon or tactic used. At HTTG, we use the term active threat because it reflects the realities facing law enforcement today. Our training teaches officers and leaders how to stop the killing, stop the dying, establish operational control, and manage the incident from initial contact through recovery—regardless of the specific threat they encounter. The mission remains the same: protect lives, neutralize the threat, and restore order as quickly as possible..

What active threat training courses does HTTG offer?

HTTG offers two programs: (1) Active Threat Interdiction Instructor — 4-day instructor certification for law enforcement; and (2) STAR (SRO Tactical Assailant Response) — 3-day course for School Resource Officers. STAR enrollment is managed through NASRO.
