Course Overview

Training Overview

The S.T.A.R. course is designed to equip SROs with the essential solo skills needed to respond to active threats on school property. Participants will learn to navigate various environments including parking lots, hallways, stairwells, classrooms, and indoor/outdoor transitions.

The course highlights use-of-force decision-making, including de-escalation strategies and the appropriate application of force in dynamic, complex environments. Officers gain proficiency in threat isolation and precision engagement near innocent bystanders.

The training prepares officers to handle threats ranging from individuals who are dangerous but not visibly armed, to armed suspects posing immediate danger. To complete the course, officers must meet Critical Task Evaluation.

  • PPE: long-sleeve shirt, baggy top (hoodie/jacket), head, neck, and groin protection, gloves
  • Blue or orange non-firing training pistol or SIRT pistol
  • No rifles
  • Safety glasses
  • Clothes suitable for the weather

Completion Requirement

Officers must meet Critical Task Evaluation standards to complete the STAR course and receive their certificate.

SROs face a unique challenge: they typically respond solo, with only a handgun, in a complex school environment before additional resources arrive. Standard active shooter training focuses on the coordinated response after multiple units arrive — which does not address the SRO’s Phase 1 challenge. STAR is built specifically around the SRO’s operational context, including de-escalation, use-of-force decision-making, and handgun-only dynamic scenarios.

The STAR course prepares SROs to handle: individuals dangerous but not visibly armed; armed suspects willing to surrender; suspects posing immediate danger to others; threats in transition between indoor and outdoor spaces; and situations requiring threat isolation and precision engagement near innocent bystanders.
